Boris Yeltsin appointed Putin as his successor. You can find this information on any website about Vladimir Putin. Yeltsin stepped down as president on New Year's Day. In the spring of 2000 there was an election in which the majority voted for Putin. Then Putin was re-elected president in 2004, 2012, and 2018 and was Prime Minister from 2008 to 2012. Over these 4 years the law has changed and the president in Russia began to be elected for 6 years (earlier for 4). So it turns out that Putin has the right to rule Russia until 2024.
