What exactly are you having difficulty with? There are many organisations that deal with this kind of transfer. You can even ask for help online

I would be advised to look for a company with a rating that specialises in Russian regulatory documents and standards in English. I used the same principle to find professional translators who provided their services quickly and with high quality.
